RELATING TO ENVIRONMENTAL PROTECTION. Prohibits certain businesses in the State from distributing single-use plastic checkout bags as defined in this Act. Effective 7/1/12.

RELATING TO ENVIRONMENTAL PROTECTION. Requires businesses in the State to distribute only paper biodegradeable plastic or compostable checkout bags.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Removes the exemption for dietary supplements from the deposit beverage container program.

RELATING TO SOLID WASTE MANAGEMENT. Expands the types of beverage containers accepted in the deposit beverage container program and makes conforming amendments to the glass beverage containers subject to the glass advance disposal fee. Sets forth a timetable for implementation of the expansion.

RELATING TO DEVELOPER LIABILITY. Establishes criteria for, limits on, and defenses to developer liability for exposure to hazardous substances in the course of residential or commercial development activity.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOENERGY HAWAII, LLC. Authorizes the issuance of special purpose revenue bonds to assist BioEnergy Hawaii, LLC, establish a cogeneration facility and related energy production facilities for electrical output or biofuels energy, or both.

· In person: 1 copy of their testimony to the committee clerk, Room 201, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
