The following 2 measure(s) has been ADDED to the agenda:
RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Requires all environmental assessments and environmental impact statements to include a cultural impact assessment. Requires OHA's approval of cultural impact assessments.

RELATING TO ROADWAY MATERIALS. Clarifies that state agencies may purchase roadway materials with a minimum recycled glass content. Allows use of minimum glass of ten per cent crushed glass aggregate in all basecourse and subbase.

RELATING TO GRAY WATER. Requires the Department of Health to establish standards for county gray water recycling programs and requires such programs to conform to the standards.

RELATING TO SOLID WASTE. Applies the solid waste disposal surcharge to waste that is deposited in landfills, incinerators, or waste-to-energy facilities, whether the waste is disposed of in-state or transferred out-of-state.

RELATING TO SOLID WASTE. Increases the solid waste management surcharge and extends the surcharge to solid waste shipped for ultimate disposal outside the State.

RELATING TO SOLID WASTE. Establishes the goal of reducing the amount of solid waste entering the State's waste stream by seventy-five per cent.

RELATING TO HEALTH. Renames the Department of Health to the Department of Health and Environmental Services.

RELATING TO SOLID WASTE. Creates a minimum penalty for felony disposal of solid waste of $2,000, and a minimum penalty for petty misdemeanor disposal of solid waste of $500.

RELATING TO THE ENVIRONMENT. Requires a supplemental environmental assessment or supplemental environmental impact statement to be provided if an action by an agency or applicant is anticipated to have a significant effect on the environment. Establishes public disclosure system of environmental review.

RELATING TO GREENHOUSE GAS EMISSION RULES. Remove the requirement that the Department of Health adopt rules by the end of 2011 to implement a Greenhouse Gas reduction plan. The requirement and deadline are no longer relevant and the amendments will allow the department to adopt applicable rules at the proper time.

RELATING TO ENERGY EFFICIENCY. Establishes minimum energy efficiency standards for televisions one thousand four hundred square inches or smaller sold or installed in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
