RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
Segregates teachers from all other employees for determination of employer normal cost, accrued liability contributions, and annual contributions by the State and counties to the employees' retirement system.

RELATING TO EDUCATION.
Directs the legislative reference bureau to examine the Higher Education Act of 1965, as amended, and regulations pursuant to that Act, make recommendations to ensure the State's compliance with provisions relating to the state authorization of institutions that offer educational programs beyond secondary education, and make recommendations as to whether existing functions relating to the licensing or authorization of any educational institutions in the State, and administrators and instructors thereof, should be consolidated and tasked to one state agency that would be responsible for the licensing and authorization of all educational institutions in the State and their related operations.

Requires children who are not attending a private school or kindergarten and who are at least 5 years of age on August 1 of the school year to attend a public school kindergarten.

RELATING TO EDUCATION.
Makes attendance in kindergarten mandatory and lowers the compulsory education age from six to five years old.  Requires children who are home-schooled or enrolled in alternative school programs for kindergarten to pass a standardized test approved by the Board of Education prior to entering first grade in a public school.
