RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.
Requires each state agency having rules that affect small business to report
to the Small Business Regulatory Review Board on the impact of statutory
changes on those rules. Requires the Governor to direct each state agency to
work with the Board to develop internal processes to expedite rulemaking
actions for rules that affect small business and require amendment or adoption.

RELATING TO LIMITED LIABILITY COMPANIES.
Allows a limited liability company to be designated as an "ingenuity
company" by the Director of Commerce and Consumer Affairs. Requires an
ingenuity company to use the right to exclude, conferred by a patent in which
the company has an interest, to create job opportunities, uphold fair labor
standards, and enhance environmental protections. Effective July 1, 2030.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC
DEVELOPMENT, AND TOURISM.
Establishes the Department of Business, Economic Development, and Tourism
Operation Special Fund to support operations. Imposes a temporary surcharge
on certain fees charged by certain departments for deposit into fund.
