Requires the Small Business Regulatory Review Board to identify rules that shall be amended or repealed to conform to the repeal or amendment of related statutes.  Directs the board to work with state agencies to develop a procedure for expediting the amendment or repeal of rules when the changes are required only to comply with the repeal or amendment of statutes.

Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement; takes effect when the State becomes a party to the streamlined sales and use tax agreement; with section 32, creating a committee to oversee the department of taxation's implementation and administration of, and compliance with the streamlined sales and use tax agreement, to take effect on approval.

Requires the department of taxation to establish a system to allow taxpayers to file all tax returns, applications, reports, and other documents electronically; provided that there is no additional cost to the taxpayer for the electronic filing; reestablishes the last of the month as the deadline for filing and payment of general excise taxes.

RELATING TO ENVIRONMENTAL PROTECTION.
Requires businesses to collect a 25 cent offset fee for distribution of every non-reusable checkout bag.  Provides for the department of health to collect seventy-five per cent of offset fee to be used for administration and enforcement.  Allows businesses to retain twenty-five per cent of offset fee as taxable income.  Exempts offset fee from excise tax.
