RELATING TO EDUCATION. Establishes a pilot project that expands the e-school program offered by the Hawaii virtual learning network and the DOE to Lanai high and elementary school. Appropriates funds.

RELATING TO HIGH TECHNOLOGY. Establishes a tax credit for ten per cent of qualified labor costs; extends the tax credit for qualified research activities for five years.

RELATING TO SCIENCE AND TECHNOLOGY. Establishes a task force to identify barriers that Hawaii businesses and university professors face in developing entrepreneurial business models in biotechnology, and to recommend specific actions to address these barriers; requires report to the 2012 legislature.

RELATED TO THE ECONOMY. Appropriates funds for the: Hawaii excellence through science and technology academy pilot program; fostering inspiration and relevance through science and technology pre-academy program; robotics and problem-based, applied learning program; research experiences for teachers program; professional development program for public school science and mathematics teachers; business/education internship and mentorship program; incentives for people who hold degrees in science, technology, engineering, and mathematics subjects to obtain teaching certificates through the University of Hawaii's post baccalaureate certificate in secondary education program; project EAST continuation and expansion.

RELATING TO TAXATION. Establishes a new markets tax credit for a taxpayer that holds a qualified equity investment on a credit allowance date. Provides an exemption for the new markets tax credit from the requirements of section 704(b)(2) of the Internal Revenue Code.

RELATING TO TAXATION. Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement; takes effect when the State becomes a party to the streamlined sales and use tax agreement; with section 32, creating a committee to oversee the department of taxation's implementation and administration of, and compliance with the streamlined sales and use tax agreement, to take effect on approval.

RELATING TO ECONOMIC RECOVERY. Establishes a refundable ohana residential housing income tax credit for qualified taxpayers that purchase a qualified principal residence on or after April 1, 2011, and before January 1, 2013, that is payable to the qualified taxpayer in two equal installments over the immediately following two taxable years.

RELATING TO TAXATION. Requires the department of taxation to establish a system to allow taxpayers to file all tax returns, applications, reports, and other documents electronically; provided that there is no additional cost to the taxpayer for the electronic filing; reestablishes the last of the month as the deadline for filing and payment of general excise taxes.
