Specifies a funding amount for the Shared Services Special Fund, establishes a Trust Fund, removes CIO oversight of the information and communication division, and adds a sunset date.

Amends chapter 37, Hawaii Revised Statutes, to include agency-wide technology and computer systems with an estimated useful life of greater than seven years as capital investments to allow all costs to be financed with bond funds and depreciated as capital investments.

Establishes an offense of harassment by cyberbullying, with the first and second offenses as misdemeanors, and any third and subsequent offense as a class C felony.

Holds authors and publishers of visitor websites and publications liable to readers who suffer injury or death as a result of being enticed to trespass; exempts property owners from liability.

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Requires the Small Business Regulatory Review Board to identify rules that shall be amended or repealed to conform to the repeal or amendment of related statutes.  Directs the board to work with state agencies to develop a procedure for expediting the amendment or repeal of rules when the changes are required only to comply with the repeal or amendment of statutes.

Appropriates funds to the department of business, economic development, and tourism to update the 2008 report "Innovation and Technology in Hawaii:  An Economic & Workforce Profile".  (SD1)

·         In person:  1 copy of their testimony to the committee clerk, Room 216, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
