RELATING TO HAWAIIAN EDUCATION. Requires the Department of Education to establish a complete Hawaiian education program, incorporating Hawaiian language and cultural curricula.

RELATING TO SCHOOL REGISTRATION FEES. Requires an annual $25 registration fee for each public school or public charter school student. Establishes registration fee special funds. Empowers the teachers to decide how to expend registration fee funds to benefit the students. Applies to school year 2012-2013.

RELATING TO THE DRIVER EDUCATION. Uses a portion of the liquor tax revenues to implement programs to prevent drunk driving by persons under the age of 21 as part of existing state driver education and training programs.

RELATING TO EDUCATION. Allows home school students to participate in any extracurricular activities offered by a public school. Requires home school students to pay applicable activity-participation fees.

RELATING TO STUDENT ENROLLMENT. Establishes requirements for powers of attorney executed for student enrollment purposes. Expressly prohibits uses of powers of attorney to circumvent school enrollment requirements, and requires parents and guardians to certify that a power of attorney is not being used for those purposes.

RELATING TO SPECIAL EDUCATION. Changes terminology from "exceptional child" to "student with a disability" and clarifies criteria for designation; clarifies definition of services auxiliary to education required to be provided to students with a disability; clarifies eligibility standards for preschool students with a disability; clarifies charter school duties toward children with a disability; establishes certification criteria for persons who provide interpreting services for children who are deaf or hard of hearing and certain students with a disability.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6326 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements. Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
