Authorizes limited prescriptive authority for qualified psychologists who practice at a federally qualified health center.  Effective 7/1/2050.  (SD1)

RELATING TO TELECOMMUNICATIONS.
Exempts broadband infrastructure improvements from state or county permitting requirements for five years.  Exempts telecommunications companies from replacing existing utility poles when installing new or improving existing telecommunications cables.  Takes effect 7/1/2050.  (SD1)
