RELATING TO TEACHERS. Allows teacher and educational officer board members to continue to serve out up to three consecutive three-year terms even if they retire during a term. Adds training on revised student and teacher performance standards to the requirements for license renewal. Extends the term of the renewable advanced licensed from five to ten years. Creates a new career and technical education license available to those with appropriate industry experience with no bachelor's degree. (SD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Requires each hospital within the State to allow advanced practice registered nurses to practice within the full scope of the practice. Effective 7/1/2050. (SD1)

RELATING TO PSYCHOLOGISTS. Authorizes limited prescriptive authority for qualified psychologists who practice at a federally qualified health center. Effective 7/1/2050. (SD1)

RELATING TO HEALTH CARE ADMINISTRATIVE UNIFORMITY. Exempts collaboration among all accident and health or sickness insurers, third party administrators, managed care plans, health care providers, and government agencies from state antitrust laws when the collaboration is intended to adopt uniform administrative procedures. Requires notice to be given to certain interested parties in advance of collaborative discussions. (SD1)

RELATING TO PALLIATIVE CARE. Requires policies of accident and health or sickness insurance to provide coverage for palliative care. Defines palliative care.

RELATING TO WATER CARRIERS. Requires public hearings before PUC approval of a water carrier's application for certificate of public convenience and necessity. Clarifies the required findings for a finding of public convenience and necessity. Clarifies notice requirements for public hearings. (SD1)

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Amends section of motor vehicle industry licensing act to reflect updated statutory cross-references and make nonsubstantive technical amendments.

RELATING TO MOTOR VEHICLE REGISTRATION. Defines "after market motorcycle frame" and allows the County director of finance to assign a vehicle identification number to a motorcycle with an aftermarket frame. Except for special interest vehicles, reconstructed vehicles and motorcycles with an after market frame, the bill disallows the registration of uncertified motor vehicles and devices.

RELATING TO INTOXICATING LIQUOR. Authorizes the county liquor commissions to require training and certification for liquor servers.

RELATING TO TELECOMMUNICATIONS. Exempts broadband infrastructure improvements from state or county permitting requirements for five years. Exempts telecommunications companies from replacing existing utility poles when installing new or improving existing telecommunications cables. Takes effect 7/1/2050. (SD1)

RELATING TO ZONING. Authorizes an exemption from county zoning-related building restrictions for an increase in floor area of the principal office of a planned community association, subject to certain conditions. Effective 7/1/2050. (SD1)
