RELATING TO RENEWABLE ENERGY. Increases the net metering system size cap to two megawatts. Ensures that net metering contracts cannot be canceled with the introduction of new distributed generation energy procurement programs. (SD1)

RELATING TO RENEWABLE ENERGY. Exempts certain third party owners and operators of on-site solar heat and energy generating systems from regulation as public utilities by the public utilities commission. (SD1)

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends definition of "renewable electrical energy" to include, beginning 1/1/15, net electricity delivered from customer-sited, grid-connected renewable energy generation. Effective 7/1/2050. (SD1)

RELATING TO BIOFUELS. Modifies the renewable energy facility siting process to include biofuel production facilities and distribution infrastructure with capacity to produce or distribute one hundred thousand gallons or more of biofuel annually. (SD1)

RELATING TO ENERGY. Establishes specific performance standards and mandates the use of cool roofs on all new residential and commercial construction in Hawaii beginning in 2012.

RELATING TO ENERGY. Requires the public utilities commission to adopt rules and issue orders relating to intra-governmental wheeling and inter-governmental wheeling that enable renewable energy producers operating on public lands to sell electricity directly to governmental entities located on the same island. Authorizes public utilities to charge a transmission and distribution fee for both intra-governmental wheeling and inter-governmental wheeling. (SD1)

RELATING TO PETROLEUM. Requires department of agriculture to adopt rules to require retail gas and diesel dealers to post the amount of federal, state, and local taxes paid on each gallon of fuel by 1/1/12.
