RELATING TO MANDATORY HEALTH COVERAGE FOR USE OF THE LIFEBED INTELLIGENT MEDICAL VIGILANCE SYSTEM. Mandates health insurance coverage for use of the Lifebed Intelligent Medical Vigilance System by all health and accident insurers, mutual benefit societies, and health maintenance organizations after 12/31/11.

RELATING TO REPACKAGED DRUGS AND COMPOUND MEDICATIONS. Restricts markups of repackaged prescription drugs and compound medications to what is currently authorized for retail pharmacies under state law.

RELATING TO SPECIAL FUNDS. Terminates certain funds for which the statutory authority has been repealed and deposits the residual amounts in each fund to the general fund; Makes conforming amendment.

RELATING TO THE HAWAII HURRICANE RELIEF FUND. Appropriates funds from the Hawaii Hurricane Relief Fund into the State general fund to balance the State budget.

RELATING TO INSURANCE. Adopts amendments to the insurance code to comply with the federal Nonadmitted and Reinsurance Reform Act of 2010 relating to surplus lines insurance and participate in a multi-state cooperative to collect surplus lines premium taxes and fees and distribute to the individual states the taxes and fees they assessed.

RELATING TO CABLE TELEVISION SYSTEMS. Allows the director of commerce and consumer affairs to designate an access organization to oversee public, educational, and governmental channels on cable television.

RELATING TO LIQUOR TAX LAW. Reduces the gallonage tax on the first 60,000 barrels of beer brewed or produced during a taxable year by a small brewery or brewpub in the State to $0.23 per gallon of beer.

RELATING TO PUBLIC BENEFIT CORPORATIONS. Establishes an organizational and regulatory framework for public benefit corporations.

RELATING TO TAXATION. Requires a tax clearance before a professional or vocational license may be issued or renewed. Applies to taxable years beginning after December 31, 2012.

· In person: 1 copy of their testimony to the committee clerk, Room 230, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
