Establishes the Hawaii health connector to create a health insurance exchange pursuant to the federal Patient Protection and Affordable Care Act of 2010; creates Hawaii health insurance exchange council under a board of directors; creates board of directors; creates task force to recommend policies and procedures to implement the governance of the health insurance exchange.

Reclassifies pseudoephedrine as a schedule III drug which may only be dispensed with a prescription; makes conforming amendments.

Requires registration of and regulates practices of pharmacy benefit management companies.  Requires periodic audits of pharmacies that submit claims to pharmacy benefit management companies.

Establishes a tax credit equal to five per cent of the amount of medical malpractice insurance premium paid by a physician who provides on-call services to emergency departments.

RELATING TO HEALTH COVERAGE FOR BRAIN INJURIES.

Requires insurers, hospital and medical services plans, and health maintenance organizations to provide coverage for survivors of brain injuries, including cognitive and neurocognitive therapy, neurobehavioral and neuropsychological testing or treatment, and necessary post-acute transition services or community reintegration activities.

Requires health insurers to provide coverage for specified types of smoking cessation methods.

Requires insurers to cover childhood obesity as a billable provider visit.  Appropriates funds for the distribution of childhood obesity management instructional toolkits to the State's pediatricians.  Forms a working group under the department of health to assess the root cause of childhood obesity and explore the areas of nutrition and preventative care.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
