RELATING TO HEALTH. Exempts the preparation of hand-pounded poi from certain Department of Health (DOH) requirements regarding food safety. Imposes labeling requirements on hand-pounded poi not made in approved food-processing facilities. Authorizes DOH to conduct inspections under certain circumstances. Effective January 1, 2050. RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Amends section of motor vehicle industry licensing act to reflect updated statutory cross-references and make nonsubstantive technical amendments.

RELATING TO INSURANCE. Exempts an insurer from prohibitions on cancellation or nonrenewal of a motor vehicle insurance policy; provided that the insurer offers a replacement policy that offers the same or better coverage, terms, or conditions at a lower price through an affiliate or subsidiary. RELATING TO PHOTOVOLTAIC-READY NEW RESIDENTIAL HOMES. Requires that new single-family residential construction incorporate design elements and minimum equipment installation at the time of construction to facilitate the future adoption of a photovoltaic system. (SD1)

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends definition of "renewable electrical energy" to include, beginning 1/1/15, customer-sited, grid-connected renewable energy generation. (SD2)

RELATING TO RENEWABLE ENERGY. Exempts certain third party owners and operators of on-site renewable energy systems from regulation as public utilities by the public utilities commission. (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Allows the public utilities commission (PUC) to consider the benefits of capital improvements for renewable energy and energy efficiency despite the short-term expense. Requires the PUC to consider the need to reduce the State's reliance on fossil fuels. Effective 7/01/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
