Status

RELATING TO TELECOMMUNICATIONS.

Exempts certain broadband infrastructure improvements from state and county permitting requirements.  Exempts a person or entity from any requirement to upgrade or replace existing utility poles when using that pole to install new or improve existing telecommunications cables, under certain conditions.  Establishes requirements for utilities in cases where access to a utility pole is denied.  Effective July 1, 2112.  (SB1161 HD1)

Status

RELATING TO HEALTH.

Establishes the Childhood Obesity Pilot Program and requires insurers to cover childhood obesity as a billable provider visit for services rendered by participating health care providers.  Requires the Department of Health to work with Hawaii Primary Care Association to develop parameters and implementation guidelines for the program.  Requires the Childhood Obesity Pilot Program provider participants to submit a report to the Department of Health and the Legislature no later than twenty days prior to the convening of the 2015 Regular Session.  Effective July 1, 2040.  (SB1506 HD1)

RELATING TO PHARMACY BENEFIT MANAGEMENT COMPANIES.

Requires registration of and regulates practices of pharmacy benefit management companies.  Effective July 1, 2050.  (SB591 HD1)

RELATING TO PRESCRIPTION MEDICATIONS.

Authorizes a working group composed of stakeholders and convened by the Healthcare Association of Hawaii to consider issues relating to prior authorization for prescription medication and to make recommendations for future legislation.  Effective July 1, 2050.  (SB1453 HD1)

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Establishes the Hawaii health connector to create a health insurance exchange pursuant to the federal Patient Protection and Affordable Care Act of 2010; creates Hawaii Health Insurance Exchange Council under a board of directors; creates board of directors; creates task force to recommend policies and procedures to implement the governance of the health insurance exchange.  Effective July 1, 2040.  (SB1348 HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Establishes notice and fact-finding requirements for the issuance of certificates of public convenience and necessity for water carriers; expands the composition of the PUC to five members with a representative from each county plus one at-large member; creates specialized subject-matter panels within the PUC; mandates the hiring of sufficient staff; creates the position of executive officer; requires electronic posting of information in connection with applications for certificates of public convenience and necessity; bars interim or temporary orders for certificates of public convenience and necessity except in state-declared emergencies.  Effective 07/01/2050.  (SD2)

Status

RELATING TO BROKER PRICE OPINIONS.

Permits a licensed real estate broker or real estate sales person to prepare broker price opinions for use in real estate transactions where an appraisal is not required by law or otherwise; clarifies that recovery from the real estate recovery fund is not available for complaints regarding broker price opinions.  (SD1)

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
