RELATING TO INFORMATION. Requires any government agency responsible for a security breach to pay for the costs of providing each person whose personal information was disclosed with, at a minimum, a three-year subscription to a nationwide consumer reporting agency's services. (HB678 HD1)

RELATING TO CONTRACTORS. Requires the Contractors License Board to conduct public hearings for license applications and disciplinary proceedings. Effective July 1, 2112. (HB885 HD1)

RELATING TO INVESTMENTS. Establishes an Advisory Committee on Short-term Investments administratively attached to the Department of Budget and Finance to assist the Director of Finance in making short-term investments. RELATING TO MEDICAL AND REHABILITATION BENEFITS. Allows an injured employee's physician or surgeon to conduct diagnostic testing or make a total of one referral to a board-certified or licensed specialist for one subspecialty consultation for diagnostic evaluation and treatment recommendations. RELATING TO THE HAWAII HEALTH BENEFIT EXCHANGE. Establishes the Hawaii heath benefit exchange in compliance with federal law. (HB1201 HD1)

RELATING TO PRESCRIPTION MEDICATIONS. Requires the insurance commissioner to develop a standardized prior authorization request form and process for prescription medications for use by health care providers and insurance carriers. Effective July 1, 2050. (HB1384 HD1)

RELATING TO INSURANCE. Updates the Insurance Code and related provisions to adopt the revisions to the National Association of Insurance Commissioners model laws and regulations for risk-based capital trend test for property and casualty insurers which is required for National Association of Insurance Commissioners accreditation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-8404 (for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);
EMAIL: For comments less than 5 pages in length, transmit to CPCtestimony@Capitol.hawaii.gov ; or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6172 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
