MAKING AN APPROPRIATION TO THE DEPARTMENT OF AGRICULTURE.

Appropriates funds to DOA to acquire a slaughterhouse within the Campbell Industrial Park on the island of Oahu; to fund necessary construction, renovation, and improvement projects; and to purchase equipment for the slaughterhouse.  Effective 07/01/2050.  (SD2)

Provides a grant pursuant to chapter 42F, HRS, to the Hawaii Livestock Cooperative to stabilize operations at the cooperative's slaughter facility.  Effective 07/01/2050.  (SD2)

RELATING TO LANDOWNER LIABILITY.

Provides that owners of agricultural land or range land have no duty of care to trespassers.  Establishes rebuttable presumption of no liability.  Permits trespasser to overcome presumption by preponderance of evidence that owner was grossly negligent or intentionally injured the trespasser.  Authorized fines of up to $10,000 for the offense of criminal trespass on agricultural lands.  Effective 7/1/2050.  (SD2)

RELATING TO IRRIGATION.

Authorizes the director of finance to issue general obligation bonds in the sum of $         , and appropriates the same sum for fiscal year 2011–2012 to make capital improvements to various irrigation systems.  Authorizes the director of finance to issue general obligation bonds in the sum of $         , and appropriates the same sum for fiscal year 2012-2013 to make capital improvements to various irrigation systems.  Effective 7/1/2050.  (SD2)

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
