Requires beekeepers to register with the department of agriculture, with the information to be kept confidential; requires report to the 2013 legislature.

MAKING AN APPROPRIATION FOR THE OPERATION AND MAINTENANCE OF THE EAST KAUAI IRRIGATION SYSTEM.

Appropriates funds for the continued operation and maintenance of the east Kauai irrigation system.

RELATING TO AGRICULTURAL THEFT.

Establishes, under the agricultural theft law, that possession of more than five pounds of an agricultural product grown on the premises is prima facie evidence that the product has been stolen, unless a bill of sale is provided.

RELATING TO AGRICULTURE.

Establishes an exclusion from the gross income, adjusted gross income, and taxable income of a small farmer.  Specifies that the exclusion is the lesser of (1) the amount earned from the sale of agricultural products produced on land of the small farmer or tours of the agricultural operation on the land or (2) $50,000.

Exempts the gross income or gross proceeds from the retail or wholesale sale of a local agricultural product from the general excise tax.

RELATING TO AGRICULTURAL LOANS.

Reduces the new farmer program loan interest rate; increases the loan limits; reduces the number of credit denials required to qualify for the program; appropriates funds.

Increases the fee assessed for the inspection, quarantine and eradication of invasive species contained in any freight from 50 cents to $1 for every 1,000 pounds of freight brought into the State.

Status

RELATING TO SCHOOLS.

Requires the DOE to purchase agricultural products for school meals programs that have a farm within a school's regional administrative district.  Requires the agriculture education program to arrange for opportunities for students to work, volunteer, or study on farms within a school's regional administrative district.
