A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. In 1988, the legislature initiated the "Parent Education Demonstration Project", later named "Families for R.E.A.L.", in response to a community vision of healthy children and families and the overwhelming research that parents are their children's first and most important teachers and that the years between birth and five years are the most significant in a child's development.
Families for R.E.A.L. is a school-based teacher training and child development program of courses and activities for parents. Parents participate in the age-appropriate courses once a week for eight weeks to gain and share information and skills. The courses are offered at least three times a year for parents with their infants and young children, and for pregnant teens. In addition to the program's regular courses, special interest classes are offered on such topics as stress management, nutrition, and siblings and rivalry.
The purpose of this Act is to support the Families for R.E.A.L. program by:
(1) Requiring the program to develop a plan for alternate sources of revenue; and
(2) Appropriating moneys for the program for the current biennium.
SECTION 2. The Families for R.E.A.L. program shall develop a plan to cover twenty-five per cent of its program costs that will be incurred beginning on July 1, 2013, through fees, grants, private donations, and other sources of income. The plan shall also include a strategy for the Families for R.E.A.L. program to transition into a greater statewide role to provide resources to train parents of young children, train school personnel who work with parents of young children, and make resource materials available to families statewide.
The Families for R.E.A.L. program shall report its plan to the legislature and the governor no later than twenty days prior to the convening of the regular session of 2012; provided that, beginning July 1, 2013, any appropriations for the Families for R.E.A.L. program shall require matching funds at a ratio of seventy-five per cent in public moneys to twenty-five per cent in private funds.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the Families for R.E.A.L. program and professional and curriculum development in parent involvement for the department of education and the early learning council.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2011.
