HOUSE RESOLUTION

 

 

requesting the Department of Hawaiian Home Lands to enter into a long term contract with an agricultural technician for the island of molokai.

 

 

 


     WHEREAS, the Hawaiian Homes Commission Act of 1920 was signed into law by Congress for the purpose of rehabilitation of native Hawaiians through land stewardship and setting aside approximately two hundred thousand acres of land; and

 

     WHEREAS, the Department of Hawaiian Home Lands was created upon statehood to execute the Hawaiian Homes Commission Act of 1920, as amended, with a mission to manage the Hawaiian Home Lands Trust effectively and to develop and deliver lands to native Hawaiians; and

 

     WHEREAS, native Hawaiians may apply for residential, agricultural, or pastoral leases; and

 

     WHEREAS, agriculture is an important component of the declared policy of the Hawaiian Homes Commission Act of 1920, as amended; and

 

     WHEREAS, the use of an agricultural technician by the Department of Hawaiian Home Lands would provide support to native Hawaiians in farming and stock raising through education, assistance, and research; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Hawaiian Home Lands is requested to enter into a long term contract with an agricultural technician for the island of Molokai to:

 

     (1)  Instruct and advise the Hawaiian Home Land lessee of any tract, or the successor to the lessee's interest therein, as to the best methods of diversified farming and stock raising;

 

     (2)  Prepare and distribute media to Hawaiian Home Land lessees of any tract to publicize standard procedures and practices of diversified farming and stock raising;

 

     (3)  Collect samples from crops, soil, and animals to conduct testing where resources allow; and

 

     (4)  Where such testing has been conducted, prepare and record research findings and results; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission.
