HOUSE CONCURRENT

RESOLUTION

 

 

urging the ratification of the united Nations convention on the rights of persons with disabilities.

 

 

 


     WHEREAS, as a leader in human rights, the State of Hawaii recognizes the need to enact laws to protect the inherent dignity of all citizens and acknowledges the importance of keeping abreast of developments in world affairs; and

 

     WHEREAS, the United Nations Convention on the Rights of Persons with Disabilities is an international treaty that identifies the rights of persons with disabilities and the obligations of State parties to the Convention to promote, protect, and ensure those rights; and

 

     WHEREAS, the United Nations General Assembly adopted the Convention on December 13, 2006, and the Convention took effect on May 3, 2008; and

 

     WHEREAS, although the United States is a signatory to the Convention, indicating an intent to be bound by the treaty at a later date, it has not yet undertaken legal rights and obligations contained in the Convention; and

 

     WHEREAS, ratification of the Convention will enable the United States to match the efforts of other members of the United Nations to protect the rights of persons with disabilities; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Legislature urges the President of the United States to sign and the United States Senate to ratify the United Nations Convention on the Rights of Persons with Disabilities; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, the United States Secretary of State, the members of Hawaii's congressional delegation, the United Nations Secretary-General, and the United Nations High Commissioner for Human Rights.
