A BILL FOR AN ACT
relating to mandatory ethics training.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 84-41, Hawaii Revised Statutes, is amended to read as follows:
"[[]§84-41[]]
Applicability of part. This part applies to legislators[,];
[elected] members of the board of education[,]; trustees
of the office of Hawaiian affairs[,]; the governor[,];
the lieutenant governor[,]; [and] executive department
heads and deputies[.]; the administrative director of the
State; the president, vice presidents, assistant vice presidents, chancellors,
and provosts of the University of Hawaii; the superintendent, deputy
superintendent, state librarian, and deputy state librarian of the department
of education; the administrative director and deputy director of the courts;
and the administrator and assistant administrator of the office of Hawaiian
affairs. This part does not apply to any other officer or employee of the
State."
SECTION 2. Section 84-43, Hawaii Revised Statutes, is amended by amending subsection (d) to read as follows:
"(d) [The ethics training course shall
be held in January of each year for those who have not attended the course
previously. The course shall last at least two hours in length.] Those
state officials and employees enumerated in section 84-41, who have not
previously attended the ethics training course, shall complete the course
within sixty days of their election or appointment to state office. The state
ethics commission may grant an extension of time to complete the course for
good cause shown."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
