A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the tenth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of capital improvement projects for the tenth representative district, as follows:
1. Princess Nahienaena elementary school
A. Two portable classrooms

2. New elementary school in West Maui
A. New school construction
Plans $ 484,000

Total funding $ 485,000
3. Kamehameha III elementary school
A. Repair roofs of buildings A, B, D, and E; ground and site improvements

Total funding $ 1,237,000
4. Lahainaluna intermediate school
A. Renovation of student restrooms; ground and site improvements

B. Portable classroom

5. Lahainaluna high school

8. David Malo circle exterior improvements and site work, Maui
A. Design for David Malo circle, to include exterior improvements, painting, roof repairs, and site work.

9. Mala boat ramp and loading dock, Lahaina
A. Construction for new loading docks, improvements to boat ramp, parking lot and related improvements. This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $2,805,000 or so much thereof as may be necessary for fiscal year 2011-2012 for a grant to the Lahainaluna High School Foundation for completion of the stadium renovation project at Lahainaluna high school in Lahaina, Maui, including lights, a track, a press box, and renovation of the former cafeteria building as follows:

The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. The appropriations made for the capital improvement projects authorized by section 2 of this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 through 5 shall be expended by the department of education;
(2) The sums appropriated in items 6 and 7 shall be expended by the department of transportation;
(3) The sum appropriated in item 8 shall be expended by the department of human services; and
(4) The sum appropriated in item 9 shall be expended by the department of land and natural resources.
SECTION 5. This Act shall take effect on July 1, 2011.
