SENATE RESOLUTION

 

 

REQUESTING AN ANNUAL EVALUATION OF THE GOVERNOR'S SIX-YEAR STATE PROGRAM AND FINANCIAL PLAN FOR INFORMATION TO PROMOTE AND GUIDE JOB GROWTH.

 

 


     WHEREAS, the struggling economy has stalled the creation of jobs in the State; and

 

     WHEREAS, public and private employment have been reduced due to a decrease in revenues; and

 

     WHEREAS, to revitalize the local economy, government must design and implement an effective job creation plan; and

 

     WHEREAS, the establishment of a job creation plan requires the collection of current and accurate economic and employment data in the State; and

 

     WHEREAS, prior to the regular session of each odd-numbered year and along with the proposed state budget, the Governor is required under section 37-69, Hawaii Revised Statutes, to submit to the Legislature a proposed six-year state program and financial plan that summarizes financial information for operational spending, debt, and capital projects; and

 

     WHEREAS, the state program and financial plan includes, among other things, state and county economic data and projections for the ensuing six fiscal years relating to population, employment rates and figures, industry and occupational surpluses and shortages, income, wages and prices, industry and business trends, and the effects of national economic and financial policies and conditions; and

 

     WHEREAS, because the state program and financial plan is annually and continuously updated, the plan's components can be used for annual assessments of job creation in Hawaii and to assist the Executive Branch and the Legislature in planning for legislation and anticipated projects promoting job growth; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Business, Economic Development, and Tourism, the Department of Labor and Industrial Relations, and the Office of Planning are requested to jointly evaluate each six-year state program and financial plan submitted to the Legislature pursuant to section 37-69, Hawaii Revised Statutes, for information relevant to promoting and guiding job growth in Hawaii, beginning with the plan submitted to the 2011 Legislature; and

 

     BE IT FURTHER RESOLVED that the agencies' collective review of each six-year state program and financial plan include:

 

     (1)  An evaluation of job creation due to the capital improvement projects included in each year of the plan;

 

     (2)  An estimate of the types of jobs that would be created in implementing the plan;

 

     (3)  The types and number of jobs created during the preceding year under the plan; and

 

     (4)  An estimate of the number of jobs and projects that will begin within the next twelve months as a result of the plan; and

 

     BE IT FURTHER RESOLVED that the Director of Business, Economic Development, and Tourism is requested to submit, on behalf of the Department of Business, Economic Development, and Tourism, the Department of Labor and Industrial Relations, and the Office of Planning, an annual report of the agencies' findings and recommendations, including any proposed legislation, to the Legislature no later than December 31 of each year; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Director of Business, Economic Development, and Tourism, the Director of Labor and Industrial Relations, and the Director of the Office of Planning.
