SENATE CONCURRENT
RESOLUTION
requesting the convening of a working group to investigate the FEASIBILITY OF USING stranded energy from existing wind energy generation plants in the county of hawaii.
WHEREAS, the generating capacity of existing wind facilities is underutilized by electric grid operators, preventing "stranded energy" from being converted to storable, transportable products; and
WHEREAS, the County of Hawaii has convened a geothermal working group to evaluate the potential of using geothermal energy as the primary energy source for electricity in the County of Hawaii; and
WHEREAS, one of the uses of geothermally generated electric power that the working group may recommend is fuel to run a hydrogen/Haber Bosch plant to produce fuel and fertilizer; and
WHEREAS, hydrogen can be readily generated from sea water through electrolysis; and
WHEREAS, hydrogen can be used to fuel the internal combustion engines of buses added to the Hawaii County bus fleet in the future; and
WHEREAS, electricity from the stranded energy of existing wind farms can be transmitted to a hydrogen/Haber Bosch plant over existing transmission facilities, which could then generate hydrogen through hydrolysis and ammonia through the Haber Bosch process to produce various agricultural products; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Mayor of Hawaii County is requested to convene a working group to investigate the feasibility of using stranded energy from existing wind energy generation plants to produce storable, transportable products that promote a self-sustaining economy and sustainable energy resources in the County of Hawaii; and
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii determine and appoint members of the working group in a number with sufficient expertise to efficiently execute the purpose of the working group; and
BE IT FURTHER RESOLVED that the working group is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Land and Natural Resources, the Director of Business, Economic Development, and Tourism, the Mayor of Hawaii County, the Chairperson of the Hawaii Island Economic Development Board, Inc., the Chairperson of the Public Utilities Commission, the Consumer Advocate, the President of the Hawaii Electric Light Company, and the President of the Big Island Labor Alliance.
