HOUSE RESOLUTION

 

 

requesting a management audit of the University of Hawaii system and all of its individual campuses.

 

 

 


     WHEREAS, the University of Hawaii system is comprised of ten campuses located on four different islands; and

 

     WHEREAS, having smaller campuses on different islands might render the University of Hawaii system less efficient than university systems in other states; and

 

     WHEREAS, college and university campuses generally need to have larger populations of students in order to realize certain economies of scale such that economies of scale generally work against smaller isle campuses; and

 

     WHEREAS, the Auditor is charged with the responsibility of conducting postaudits of the transactions, accounts, programs, and performance of all departments, offices, and agencies of the State and its political subdivisions; and

 

     WHEREAS, the postaudits and examinations are conducted to discover evidence of any unauthorized, illegal, irregular, improper, or unsafe handling or expenditure of state funds or other improper practice of financial administration; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Auditor is requested to conduct a management audit of the University of Hawaii system and all of its individual campuses in order to identify instances of unintentional redundancies and to recommend system improvements; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of any findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Auditor, the Chairperson of the Board of Regents of the University of Hawaii, and the President of the University of Hawaii.
