A BILL FOR AN ACT
relating to capital improvements for the benefit of the twelfth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012.
1. To be expended by the department of transportation:
A. Old Haleakala sidewalks, Maui
Plans, design, and construction of sidewalk along one
side of old Haleakala highway from Kula highway to Pukalani street. Partial matching funds to be provided by the County of Maui.

Total funding $1,000,000
B. Haleakala highway improvements, Maui
Construction to install right turn lane on west-bound
Haleakala highway, install walkways and paved shoulder and/or sidewalks from intersection to King Kekaulike high school entrances, and to make traffic signal improvements, signage, markings, and other related improvements.

Total funding $1,500,000
2. To be expended by the department of land and natural resources:
A. Upcountry Maui, Maui
Construction of a test well in upcountry Maui to serve as the first phase in the construction of a ground water well to supplement the upcountry surface water system.

3. To be expended by the department of education:
A. Kalama intermediate school, Maui
Design, construction, and equipment for renovation of the administration building.

B. King Kekaulike high school, Maui
Design and construction for a new auditorium, ground and site improvements, and equipment and appurtenances.
Phase 1 design and construction $25,000,000
Phase 2 design and construction $13,000,000
Total funding $38,000,000
C. Kula elementary school, Maui
Design, construction, and equipment for expansion of the cafeteria.
Design $250,000
Construction $6,500,000
Equipment $250,000
Total funding $7,000,000
D. Makawao elementary school, Maui
Design, construction, and equipment for expansion of the cafeteria.
Design $125,000
Construction $3,800,000
Equipment $75,000
Total funding $4,000,000
E. Pukalani elementary school, Maui
Design, construction, and equipment for new administration and library building, and to renovate old administration building into classrooms.
Design $930,000
Construction $8,400,000
Equipment $670,000
Total funding $10,000,000
4. To be expended by the department of agriculture:
A. Upcountry Maui watershed project, Maui
Plans, design, and construction for the installation of pipeline for the upcountry Maui watershed. This project is deemed necessary to qualify for federal aid financing and/or reimbursement.

Systems Corporation:
A. Kula hospital, Maui
Elevator upgrade $1,000,000
New nurse call system $1,514,000
Repairs to facility $1,440,000
Exterior building renovations and

Plumbing repairs $1,464,000
Facility-wide ward room renovation $6,720,000
Air conditioning system
replacement/upgrade $396,000
Renovation to Hale Makamae $2,148,000
Master planning $500,000
Total funding $18,074,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2011.
