Makes moneys appropriated for fiscal year 2009-2010 to match the federal disproportionate share hospital allowance allocated to the State available for expenditure in the 2009-2011 fiscal biennium; authorizes some appropriated funds to be used to obtain matching federal disproportionate share hospital allowance for prior fiscal year expenditures by the State. Expedites the construction of affordable housing units by requiring ministerial permits associated with the project to be issued by the state or county within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Removes most procedural requirements preliminary to hearings for evictions of tenants of public housing projects and requires instead the Hawaii public housing authority to submit written notice, in accordance with federal law, to delinquent tenants. Clarifies that for federal low-income housing, hearings shall be conducted by an eviction board. Effective 07/01/2099.

RELATING TO THE UNIVERSITY OF HAWAII. Gives the University of Hawaii fiscal autonomy from the comptroller beyond June 30, 2011. Removes the time limit on the authority of the University of Hawaii to install a different accounting system. Extends the comptroller's authority to request the University of Hawaii to provide information for the preparation of income and expenditure statements. Extends the University of Hawaii's authority to submit proposed new forms or changes to forms for only uniform business and accounting forms for review and approval. Extends the University of Hawaii's chief financial officer's authority to approve assignment of moneys to assignees. Extends beyond June 30, 2011 the requirement for the University of Hawaii to report to the comptroller transactions involving moneys held outside of the state treasury by the University of Hawaii.

Clarifies that activity desks shall include registration numbers on all advertising materials. Requires an activity desk to obtain full payment for activities prior to or at the time reservations are made, subject to certain exceptions. Increases required amount of bond or letter of credit to $250,000. (SD2)

RELATING TO VITAL STATISTICS. Requires the clerk and real property assessment division of each county, at agreed upon intervals, to provide a list of names of all registered voters and individuals receiving real property tax exemptions to the department of health. Upon receipt, requires department to verify the date of death for any person on the list. Authorizes the department of health to charge fees for verifications. Effective 7/1/2099.

Relocates the recycled oil product preference provisions within the procurement code and repeals part XIII where these provisions were previously located. RELATING TO COMMERCIAL DRIVER LICENSING. Extends the term of a commercial driver's license (CDL) for persons 21 years through 71 years from 6 years to 8 years to prepare for the REAL ID Act, which is a nationwide effort to improve the integrity and security of state-issued driver licenses and identification cards, to help fight terrorism and reduce fraud.
