RELATING TO ECONOMIC OPPORTUNITY POVERTY REDUCTION TASK FORCE. Establishes a joint legislative economic opportunity poverty reduction task force to advance economic opportunity to reduce by at least 50% by 2020, the number of Hawaii residents, including children and families, living in poverty.

RELATING TO TAXATION. Repeals applicability of state income tax to rollovers made by employees of state and county agencies and tax exempt organizations from qualifying annuity plans and qualify ing deferred compensation plans to eligible retirement plans or individual retirement accounts.

RELATING TO TAXATION. Assesses a surcharge tax on all soft drinks sold in the State.

RELATING TO HEALTH SAVINGS ACCOUNTS. Establishes a task force to evaluate the current state of health savings accounts options in Hawaii's health insurance market and to explore ways to expand access to these accounts in Hawaii. (HB2206 HD1)

RELATING TO EMPLOYMENT SECURITY. Applies contribution rates schedules E and F to calendar years 2010 and 2011, respectively, notwithstanding the ratio of the current reserve fund to the adequate reserve fund. Requires assessments upon employers to avoid federal penalties on outstanding loan balances on loans received from the U.S. Secretary of Labor when the balance in the unemployment compensation fund is insufficient to pay expected benefit claims. Permanently retains the adequate reserve fund at one times the product of the benefit cost rate multiplied by the total remuneration paid. Keeps the maximum weekly benefit amount at 75% of the average weekly wage, but reduces the maximum weekly benefit amount over the potential twenty-six week period of benefit eligibility. Changes from annual to semi-annual the contribution rate schedules for unemployment contributions.

RELATING TO TARO SECURITY. Directs the department of agriculture to seek funding for projects that increase the cultivation and use of non-GMO Hawaiian taro. Repealed on 06/30/2015.
