PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PERMIT GAMBLING IN THE STATE. Proposes to add a new section to article XVI of the state constitution to permit gambling in the State, in accordance with law.

RELATING TO HUMAN SERVICES. Increases general assistance program efficiency by eliminating the requirement to send a ten-day pending notice requesting additional medical evidence when a determination and certification is made that an applicant does not have a physical, mental, or combination of a physical and mental disability. RELATING TO SMOKING. Allows smoking in properly permitted liquor establishments not to include restaurants. Requires collection of smoking establishment permit fee with proceeds to go towards organ donation education.

RELATING TO PSYCHOLOGICAL TESTING. Authorizes social workers, marriage and family therapists, advanced practice registered nurses, and physician assistants to engage in psychological testing, provided that they hold at least master's degrees. Defines "psychological testing".
