Requires lobbyists and their clients to make monthly disclosures during any month the legislature is in session, and a report for June 1 through December 31.  Adds required disclosures regarding lobbying events, contractual relationships with legislators, and campaign contributions.  Requires the governor, lieutenant governor, and legislators to file their financial disclosures within 30 days of the beginning of the legislative session.  Requires certain state employees to disclose contractual relationships with lobbyists and their clients.  Prohibits public funds from being used to hire lobbyists and to purchase gifts for state employees.

Amends the term "medical marijuana" to "medical cannabis"; transfers the administration of the program from the department of public safety to the department of health.  Establishes procedure for employment-related marijuana drug testing and review of results by medical review officer.  Directs the department of health to establish a system of distribution outlets.  Directs the counties to establish a system to license, tax, and regulate medical cannabis family farms.  Directs the department of health, in consultation with the University of Hawaii, to establish a system to license research and development for medical cannabis related products.  Allows out-of-state visitors who are qualifying patients or primary caregivers to apply for a temporary registration certificate.  Permits transport of medical marijuana if certain conditions are met.

Makes public employer contributions to the employer-union health benefits trust fund non-negotiable under collective bargaining.  Establishes a single flat dollar amount as the public employer's contribution the health benefit plan or plans of each public employee.  Repeals group life insurance benefits.  Makes various other amendments, including:  (1) requiring one of the employer trustees to represent the county employers; (2) allowing a trustee to hold over after the end of the trustee's term until the earlier of:  the date the trustee's successor is appointed or the 180th day following the end of the trustee's term; (3) reducing some of the administrative authority of the director of finance over the trust fund; and (4) adding certain duties for the board.  Takes effect on 7/1/2011.

Requires the board of trustees of the employees' retirement system to study and recommend a plan to fully amortize the unfunded actuarial accrued liability of the system over a 30-year period.

Divides pertinent public employees' collective bargaining units into separate state and county units.  Removes, for certain collective bargaining units, the provision for mandatory arbitration to resolve an impasse over negotiations.  Requires an arbitration panel or arbitrator to select one party's final position in its entirety as the final agreement.  Requires a public employer and collective bargaining unit to agree to a single dollar amount as the health benefits plan contribution for every employee in the unit.  Repeals group life insurance benefit provisions.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Makes various amendments to the Hawaii employer-union health benefits trust fund law:  (1) establishes a tiered system of employer contributions for the medicare part B premiums of new employees who first enter service after 06/30/2010 and subsequently retire, based on their years of service before retirement; (2) when a retired employee is married to an active employee, renders the retired employee ineligible to enroll in a health benefits plan that provides coverage for the active employee; (3) when a retired employee is privately employed and eligible for prepaid health care coverage, renders the retired employee ineligible to enroll in a two-party or family plan that covers the spouse unless the spouse also is enrolled in the prepaid health care plan; (4) requires the board to periodically evaluate the health benefits plan for retired employees to determine compliance with the requirements that the plan not duplicate medicare benefits and be secondary to medicare; (5) provides that the employers' contribution for the medicare part B premium shall be based on the least costly medicare part B premium rate and made only for a retired employee; (6) provides medicare part B contributions to a retired employee's spouse only if the employee retired before 01/01/2011; (7) requires a retired employee to enroll in both medicare part B and a medical benefits plan of the fund as a condition for receiving reimbursements for medicare part B premiums; (8) requires a retired employee's spouse who is eligible to enroll in the medicare part B medical insurance plan to enroll in that plan as a condition for participating in a health benefits plan of the fund; and (9) requires the annual adjustment of the base monthly contribution for retired employees to be based on the least costly medicare part B premium rate.

Requires state contributions to the employees' retirement system to be paid from the general fund on a quarterly basis.  Sets the deadline for the payment as the end of the fiscal quarter following the quarter for which the contributions are to be paid.  Requires departments and agencies whose employees are paid from state non-general funds to reimburse the state general fund for advance contributions.  Requires the departments and agencies to pay monthly interest at 0.25% on the reimbursements.  Takes effect on 07/01/2010 and is repealed on 06/30/2015.
