RELATING TO HUMAN SERVICES CONTRACTS. Requires department of human services to report to legislature prior to 2011 regular session information relating to contract award process; list of contract awardees and contract amounts; and number of victims served and types of services provided by nonprofit organizations for the period from 1/1/2007 to 6/30/2010.

RELATING TO ASSET BUILDING. Establishes a refundable state earned income tax credit. Requires the Department of Human Services to provide financial education to applicants for and recipients of Temporary Assistance for Needy Families. Amends provisions of 257, HRS, regarding Individual Development Accounts.

RELATING TO CHILDREN. Provides that in child custody proceedings, courts shall not give undue weight to a parent's absence away from the child, when such absence is due to service in the military or duties as a public official. Requires courts to make a reasonable effort to expedite proceedings or use electronic communication systems to facilitate a parent's participation in a proceeding when the parent is a substantial distance away from the court.

RELATING TO HUMAN SERVICES. Requires the department of human services to notify clients of the transfer of the client from one case worker to another.

RELATING TO HUMAN SERVICES. Requires department of human services to develop grant programs to prevent and respond to domestic violence using federal stimulus funds, private foundation grants, and other funds.

RELATING TO VOCATIONAL REHABILITATION. Establishes a vocational rehabilitation division within the department of human services. Places services for blind persons and deaf services under the vocational rehabilitation division. Clarifies services for the deaf. Requires the department of human services to develop a strategic plan to restructure services to the deaf, hard of hearing, or deaf-blind through a comprehensive service center.

RELATING TO THE COMMISSION ON FATHERHOOD. Increases the length of terms of members of the Commission on Fatherhood from two to four years.

RELATING TO FAMILY COURTS. Amends custody and visitation criteria and procedure to specify what courts shall consider in determining the best interest of the child.

RELATING TO DOMESTIC ABUSE ORDERS. Authorizes a temporary restraining order to remain in effect for 90 days or until service of a protection order, whichever occurs first. Provides for protective orders issued orally in court to be effective upon service of the respondent.

RELATING TO CHILD SUPPORT ENFORCEMENT. Authorizes the child support enforcement agency to receive and investigate complaints of the misuse of child support. Provides that complaints may be filed by the child for whom child support is ordered or by a guardian ad litem. Provides that child support payments shall be held by the agency during an investigation.

RELATING TO THE UNIFORM CHILD ABDUCTION PREVENTION ACT. Establishes comprehensive child abduction prevention law. Lists factors to determine risk of abduction, and establishes measures courts may include in order to prevent abduction both before and after issuance of child custody decrees.

RELATING TO CHILD CARE. Imposes a maximum child care subsidy of $500 per month per child and authorizes the department of human services to amend its guidelines for determining eligibility for child care subsidies.

RELATING TO DRIVER LICENSING. Makes the statutory requirements for provisional driver's licenses for persons under the age of eighteen permanent.

Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the occurrence of the lifetime revocation. Requires driver to have had no arrests or convictions for driving while license revoked and to be free from dependency or abuse of alcohol and drugs. Effective 7/1/11.

RELATING TO OPERATING A VEHICLE WHILE INTOXICATED. Requires the impoundment of the vehicle used by the defendant for highly intoxicated drivers and repeat offenders. Institutes a one-year mandatory prison for offenders who have two prior convictions for DUI. Requires alcohol treatment for repeat offenders.

RELATING TO TRANSPORTATION. Prohibits motorcycle, motor scooter, and moped mufflers from emitting a noise level above an unspecified decibel level. Provides a graduated schedule of fines for first, second, and subsequent violations.

RELATING TO MOPEDS. Requires mopeds to be inspected annually, to display a certificate of inspection, and to be operated only with an exhaust system that meets original manufacturer specifications.
