RELATING TO SMALL BOAT HARBORS. Requires a permittee of certain commercial fishing vessels to pay a fee two times the moorage fee of a recreational vessel. Allows a person to transfer stock or interest in a corporation or business entity operating a commercial fishing vessel while allowing the corporation or business entity to retain its mooring permit under certain circumstances. Defines "commercial fishing activity." Effective July 1, 2020. (HB2741 HD1)

RELATING TO INVASIVE SPECIES. Prevents and reduces the intentional introduction and spread of invasive species by establishing and revising penalties appropriate to the harm caused by the intentional introduction and spread of invasive species to the economy, natural environment, and the health and lifestyle of Hawaii's people. RELATING TO THE HOMELESS. Establishes a 5-year housing first pilot program developed by the Hawaii Public Housing Authority, in collaboration with the Department of Human Services, to assist chronically homeless individuals. Increases the conveyance tax by an unspecified amount on properties valued at $1,200,000 and over to fund the housing first special fund. (HB2318 HD2)

RELATING TO AGRICULTURE. Establishes fees for processing of permits, letters, and the registration of plants, animals, and microorganisms allowed entry into the state. Effective July 1, 2020. (HB2775 HD2)
