RELATING TO THE MAXIMUM TERM OF COMMERCIAL USE AND OPERATOR PERMITS FOR THRILL CRAFT AND PARASAILING. Removes the twenty-year limit for thrill craft and parasailing permits; changes the five-year permit to a one-year permit; adds as a condition for renewal that the permit holder be in compliance with any conditions required by the department in response to community or other complaints filed with the department; effective 7/1/2040. RELATING TO THE BOARDS OF WATER SUPPLY. Allows for additional authorized personnel to disburse funds of the board of water supply.

RELATING TO CONVEYANCE TAX. Requires the director of taxation to provide the administrator of each county's real property assessment division with an image of all certificates of conveyances filed with the bureau of conveyances.

RELATING TO THE PENAL CODE. Makes it a class C felony to assault a water safety officer who is engaged in the performance of duty. Effective 7/1/2050. (SD1)

RELATING TO ENDANGERED SPECIES. Establishes the crime of intentional or knowing taking of a Hawaiian monk seal as a class C felony. Effective 7/1/50. (SD2)

RELATING TO SMALL BOAT HARBORS. Requires small boat harbor commercial vessel permittees who, in the course of providing an excursion between state boating facilities, disembark fare-paying passengers with the expectation that they will enter upon any public or quasi-public real property during the course of their excursion, to comply with all rules and regulations applicable to these areas. Effective 7/1/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
