RELATING TO SHORELINE SETBACK. Prohibits inclusion of accreted lands in determining shoreline setback line in counties with population over 500,000.

RELATING TO DESECRATION. Amends the state of mind for the offense of desecration of a burial site from intentional to negligent.

RELATING TO PARKS. Allows the governor to transfer the Mauna Kea and Hapuna Beach state recreational areas from the State to the county of Hawaii.

RELATING TO PUBLIC LANDS. Changes system of selection for the recreation-residence use leases in state parks and forest reserves in counties with a population of less than 100,000 from an action to a lottery.

RELATING TO COUNTY BOARDS OF WATER SUPPLY. Allow officials other than a county auditor to issue warrants to disburse funds for a board of water supply. Allows a board of water supply to prescribe powers and duties for a manager and chief engineer regarding the disbursement of funds.

RELATING TO VESSELS AT ALA WAI AND KEEHI BOAT HARBORS. Authorizes moorage for commercial vessels and commercial vessel activities in the Ala Wai and Keehi Boat Harbors and adjusts fees for permittees of vessels that are used for a place of principal habitation in state small boat harbors.

RELATING TO THE BUREAU OF CONVEYANCES. Requires registrar to provide adjoining landowner, upon request, any information of record relating to the management, control, and title of any public highway, waterway, or water course.

RELATING TO THE STATE PARK SYSTEM. Prohibits the use of ATV's within the state park system without the use of a safety helmet. Prohibits minors from operating ATV's within the state park system.

RELATING TO LANDS CONTROLLED BY THE STATE. Restores the law with regard to non-ceded lands controlled by the State, to what it was prior to the passage of Act 176, Session Laws of Hawaii 2009.
