RELATING TO THE UNIVERSITY OF HAWAII. Increases to $5,000,000 the cap on the amount of expenditures that the UH Board of Regents can authorize from the UH Tuition and Fees Special Fund for the promotion of alumni relations and generation of private donations. Takes effect 7/1/2099. (SD1)

RELATING TO HAWAIIAN AFFAIRS. Amends the operating budget of the office of Hawaiian affairs for fiscal years 2009-2010 and 2010-2011. Effective July 1, 2020. (SD1)

RELATING TO AGRICULTURE. Establishes fines for failing to pay, bill, or remit the inspection, quarantine, and eradication fee. Exempts bulk freight of foreign origin from the inspection, quarantine, and eradication service fee and charge, retroactive to July 1, 2007. (SD1)

RELATING TO AQUACULTURE. Increases lease terms for aquaculture ventures from 35 to 45 years. Permits aquaculture lessees in good standing the right of first refusal. Allows for supportive aquaculture activities. Requires the department of agriculture and the department of land and natural resources to conduct a review of the State's public land inventory and identify lands available and suitable for taro farming. Effective July 1, 2020. (SD1)

RELATING TO GOVERNMENT. Establishes various initiatives, and appropriates funds to promote economic development for local food and energy businesses, ensures Hawaii is energy and food self-sufficient and sustainable to the maximum extent feasible, and helps Hawaii's natural resources and humankind adapt and be resilient to the inevitable challenges brought on by climate change. Increases and changes the name of the environmental response tax, and sunsets the tax on June 30, 2015. Effective July 1, 2020. (SD1)

RELATING TO THE ENVIRONMENT. Authorizes an expansion of the permissible uses of the pesticide use revolving fund by removing the requirement that personnel costs from the fund be used only for employees in the registration and education section of the pesticides branch of the department of agriculture. RELATING TO VESSELS AT ALA WAI AND KEEHI BOAT HARBORS. Adjusts fees for permittees of vessels that are used for a place of principal habitation in the Ala Wai and Keehi boat harbors. (SD1)

RELATING TO IMPOUNDED VESSELS. Establishes civil penalties for shark feeding, including seizure and forfeiture of any commercial marine license, vessel, and fishing equipment, and administrative fines; clarifies that all costs and expenses associated with the disposal of an impounded unauthorized vessel by the department of land and natural resources shall be borne by the vessel owner. RELATING TO SMALL BOAT HARBORS. Adjusts fees for permittees of vessels that are used for a place of principal habitation in state small boat harbors; requires a permittee of certain commercial fishing vessels to pay a fee two times the moorage fee of a recreational vessel; allows a person to transfer stock or interest in a corporation or business entity operating a commercial fishing vessel while allowing the corporation or business entity to retain its mooring permit under certain circumstances; defines "commercial fishing activity"; effective July 1, 2050. RELATING TO AGRICULTURE. Establishes fees for processing of permits, letters, and the registration of plants, animals, and microorganisms allowed entry into the state. Effective July 1, 2020. (SD1)

RELATING TO TARO SECURITY. Requires the taro security and purity task force to implement the recommendations in their report submitted pursuant to Act 211, Session Laws of Hawaii 2008, and submit a final report on implementation prior the convening of the regular session of 2015. (SD1)

RELATING TO COMMERCIAL DRIVER LICENSING. Extends the term of a commercial driver's license (CDL) from six years to eight years for persons 21 years through 71 years of age to prepare for the REAL ID Act. Includes as an exception to the expiration of the CDL, if the licensee is 72 year of age or older, the suspension or cancellation of the CDL. Appropriates $8,000 out of the State Highway Fund to implement the extension. Effective July 1, 2010. (SD1)
