RELATING TO TAXATION. Repeals the deduction from taxable income for amounts given as political contributions; increases the tax on cigarettes and little cigars by one cent for sales on or after July 1, 2010; increases insurance producers license fees and specifies that the fees be deposited equally into the compliance resolution fund and the general fund as an insurance license and service tax; and temporarily increases certain insurance premium tax rates.

RELATING TO NON-GENERAL FUNDS. Addresses the fiscal year 2009-2010 budget shortfall by transferring to the general fund an unspecified amount of excess balances from certain special funds; amends the refundable charge of the fuel tax credit for commercial fishers to be from the state highway fund; requires moneys in excess of a certain amount in the Hawaii tobacco prevention and control trust fund to lapse to the emergency budget and reserve fund each June 30; amends the disposition of revenues collected pursuant to chapter 245, HRS. RELATING TO GOVERNMENT. Part I repeals certain statutorily established positions within the department of the attorney general; Part II transfers the television and film industry activities and responsibilities and special fund under the department of business, economic development, and tourism to the Hawaii tourism authority and establishes the Hawaii film office under the authority; authorizes the Hawaii film office to administer the tax credits under section 235-17, Hawaii Revised Statutes; deletes unnecessary provisions; part III changes the terms of service for principals, vice principals, cafeteria managers, and workers from 12 months to 10 months; part IV suspends employer contributions for active and retiree life insurance premiums beginning July 1, 2010. RELATING TO THE LIQUOR TAX. Temporarily increases the liquor tax rates during the period of 7/1/10 to 6/30/15. Effective July 1, 2020. (HB2850 HD1)

RELATING TO TRANSPORTATION. Creates a pilot project to transfer maintenance functions of state highways in Maui county from the state department of transportation to the Maui department of public works. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
