A G E N D A

 

 

To hear from the Director of the Department of Budget and Finance on the following matters:

·         Update to the Governor’s Financial Plan based on the Council on Revenues’ 3/11/10 revised projection and any revisions to the Administration’s proposed revenue generating measures;

·         The Administration’s latest assessment of the Department of Human Service’s Medicaid budget and any proposal to contain costs in response to the projected budget shortfall;

·         The Administration’s latest assessment of both the employee and employer health insurance costs for both the active and retiree beneficiaries;

·         The Administrations’ latest assessment for potential and likely increases to the State’s general fund contribution rate for the Employees Retirement System;

·         The status of the Administration’s effort to seek ARRA reimbursements to pay for the ARRA Coordinator, including discussion on the start date of the position, the establishment of the pay rate of the position, the total amount of non-ARRA funds used to pay for the position (prior to any reimbursement),  and the source or sources of funds used to pay for the position; and,

 

To hear from the Department of Education, Board of Education, and the Department of Human Resources Development Director on the status of negotiations with the unions on restoring furlough days.

 

To hear from the Department on Taxation Director on the Council on Revenues March 11, 2010 revised projection and its impact on the level of resources available to the general fund.  Also to hear from the Director on the status of any revisions to the projected impact of revenue measures proposed in the Administration’s Financial Plan.

 

To hear from the Director of Human Services on the latest fiscal year 2010 through fiscal year 2015 projected cost estimates for the State’s share of the Medicaid program, both with and without a two quarter extension of the enhanced federal medical assistance percentage (FMAP) that Congress is currently considering approving.

 

To hear from the Department of Labor and the Department of Human Services on details of the Hawaii Premium Plus program, which reports indicate the Governor has offered $10 million to fund.
