RELATING TO PROCUREMENT. Permits bidders and their subcontractors who are registered under an apprenticeship agreement with DLIR to benefit from a 5% reduction in their bid amount on contracts for $250,000 or more. Effective 7/1/2050. (SD1)

RELATING TO HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Conforms to medicare law the definition of "dependent-beneficiary" in the employer-union health benefits trust fund law relating to disabled individuals. (SD1)

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Allows individual beneficiaries enrolled in a Hawaii employer‑union health benefits trust fund health benefits plan to opt out of any requirement to purchase prescriptions by mail order. (SD1)

RELATING TO UNEMPLOYMENT INSURANCE BENEFITS. Authorizes an individual that is attached to a regular employer who is not offering work to still receive unemployment insurance benefits under certain circumstances if the individual separates from an employer offering part-time employment. (SD1)

MAKING AN APPROPRIATION FOR COLLECTIVE BARGAINING COST ITEMS. Appropriates moneys to fund collective bargaining cost items relating to the employer contributions to the Hawaii employer‑union health benefits trust fund. (SD1)

RELATING TO EMPLOYMENT SECURITY. Amends the appropriation from the UI trust fund and the amounts allocated to the workforce investment boards on the islands of Oahu, Maui, Kauai, and Hawaii; amends the appropriation to be used by the workforce development council; repeals the appropriation allocated to the department of labor and industrial relations for administrative expenses. Effective 7/1/2050. (SD1)

RELATING TO THE PAYMENT OF EMPLOYEES' RETIREMENT SYSTEM BENEFITS. Requires by March 1, 2011, all retirees and beneficiaries of the ERS to designate a financial institution account into which retirement benefit may be deposited. (SD1)

RELATING TO PUBLIC PROCUREMENT. Requires at least eighty per cent of workers on certain public works contracts and construction procurements to be Hawaii residents. (SD1)
