MAKING AN APPROPRIATION TO THE WAIANAE COAST COMPREHENSIVE HEALTH CENTER Makes an appropriation for emergency services at Waianae comprehensive health center. (SD1)

RELATING TO THE FEDERAL DISPROPORTIONATE SHARE HOSPITAL FUNDS. Makes moneys appropriated for fiscal year 2009-2010 to match the federal disproportionate share hospital allowance allocated to the State available for expenditure in the 2009-2011 fiscal biennium; authorizes some appropriated funds to be used to obtain matching federal disproportionate share hospital allowance for prior fiscal year expenditures by the State. RELATING TO PARKING FOR DISABLED PERSONS. Designates disability and communication access board as issuing agency for removable windshield placards, temporary removable windshield placards, special license plates, and identification cards. Deletes counties as issuing agency. Increases the time period that a placard is effective from four to six years. (SD1)

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES. Allows the disability and communication access board to charge a fee to defray expenses of review of construction plans to ensure compliance with law. Establishes temporary fees until the board adopts permanent fees. (SD1)

RELATING TO MEDICAID REIMBURSEMENTS. Requires medicaid reimbursement to hospitals for patients occupying acute-licensed beds who are on a waitlist for long-term care to be at least equal to the rate paid for acute care services; requires medicaid reimbursement to long-term care facilities for patients with medically complex conditions to be at least equal to the rate paid for subacute care; appropriates funds for increased reimbursements. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAII PACIFIC HEALTH. Authorizes the issuance of SPRBs to assist Hawaii Pacific Health in financing, refinancing, and/or reimbursing costs related to the acquisition or construction of health care facilities. (SD1)

RELATING TO THE HAWAII TOBACCO SETTLEMENT SPECIAL FUND. Deletes the requirement that the director of health convene an advisory group to plan the development and implementation of prevention programs and make recommendations on expenditures. Transfers the responsibilities of the advisory group to the tobacco prevention and control advisory board. Amends composition of the tobacco prevention and control advisory board and makes the boards decisions prescriptive. (SD1)

RELATING TO VITAL STATISTICS. Requires the department of health to provide each county's real property assessment division a monthly list of death records at no charge. Effective 7/1/50. (SD1)

RELATING TO IMMUNIZATION. Authorizes the Department of Health to establish and maintain a single repository of immunization records to be designated as the "Hawaii Immunization Registry" in order to aid, coordinate, and help promote efficient and cost-effective screening, prevention, and control of vaccine preventable diseases, including pandemic influenza. RELATING TO PRESCRIPTION DRUGS. Authorizes pharmacists to provide medication therapy management to qualified QUEST patients. Requires pharmacies to maintain prescription records and medication therapy management records electronically. (SD1)

RELATING TO HEALTH SAVINGS ACCOUNTS. Establishes a task force to evaluate the current state of health savings accounts options in Hawaii's health insurance market and to explore ways to expand access to these accounts in Hawaii. (SD1)

RELATING TO THE HAWAII STATE HOSPITAL. Requires the department of public safety to provide security at the State's secure psychiatric rehabilitation facility at Kaneohe. Requires report from DOH, with collaboration from PSD, to the legislature on its plan for the provision of short and long-term security for the Kaneohe facility and increasing and aging forensic population needs.

RELATING TO THE DEPARTMENT OF HEALTH. Requires the department of health to submit to the Legislature a copy of all reports written by the alcohol and drug abuse division, the adult mental health division, and the child and adolescent mental health division of the department of health pursuant to the USC Title 42, section 300x-1.
