The following measure(s) were previously heard by the Senate standing committee on Judiciary and Government Operations.
RELATING TO PROCUREMENT. Establishes a responsible construction contractor law which specifies prerequisites for government construction contractors and subcontractors. Amends various sections of the Hawaii Public Procurement Code, chapter 103D, HRS, to simplify and streamline procurement processes. Establishes procurement preferences for public works contracts. Allows public comments on the public procurement process. Requires the comptroller to report to the legislature on the implementation of the responsible construction contractor provisions. (SD1)

RELATING TO THE DNA ANALYSIS FEE. Extends DNA analysis fee requirement to defendants with deferred pleas and to felony offenders transferring into Hawaii under an interstate compact. (SD1)

RELATING TO JUDICIARY FEES. Authorizes the judiciary to pay a service fee to an electronic payment service provider and to pass the fee on to the customer.

RELATING TO ADMINISTRATIVE LICENSE REVOCATION. Shifts costs of mailing administrative hearing request from the driver's license revocation office to the person requesting the hearing. Authorizes administrative director of the courts to permit administrative driver's license hearings to be held in a county other than the county of arrest and to permit hearings by electronic means. Increases the administrative hearing fee from $30 to $40. (SD1)

RELATING TO TRAFFIC ABSTRACT FEE. Increases the fee for a traffic abstract from $7 to $10 and increases the amount of the fee deposited into the general fund from $5 to $8.

RELATING TO MILITARY AND OVERSEAS CIVILIAN ABSENTEE VOTERS. Implements voting provisions for uniformed services and overseas absentee voters, as required by the Military and Overseas Voter Empowerment Act, 42 U.S.C. sections 1973ff through 1973ff-6. (SD1)

RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS. Allows courts to charge fees for certified copies of pleadings, orders, transcripts, and other documents. Provides an exemption for state agencies, as may be limited by court rules. (SD1)

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Relocates the recycled oil product preference provisions within the procurement code and repeals part XIII where these provisions were previously located. Changes the preference for biofuel and lubricating and industrial oil with the highest percentage of recycled oil from mandatory to permissive. (SD1)

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees. Effective July 1, 2050. (SD1)

RELATING TO UNCLAIMED PROPERTY. Requires holders of unclaimed property to remit all property with their November 1 report and deletes reference to a specific number of days in which claims must be acted upon; also makes a technical correction by referencing the Unclaimed Property Trust Fund.

RELATING TO TAX ADMINISTRATION. Provides for a cost recovery order issuable by the circuit court for investigation costs when a taxpayer is convicted of tax crimes.

RELATING TO ELECTIONS. Changes the date of the primary election to the second Saturday of August for primary elections, including the OHA board. Changes the filing deadline for nomination papers to the first Tuesday in June, except for special primary or special elections. Effective July 1, 2050, shall apply to the primary elections held prior to the regularly scheduled general election held in November 2060, and every election thereafter. (SD1)

RELATING TO THE JUDICIARY. Authorizes appointment of judge or justice as Administrative Director of the Courts for no more than two years, and allows the appointed person to retain the salary and benefits of the judicial position. (SD1)
