RELATING TO CHARTER SCHOOLS.

Requires the department of education to make available vacant school facilities or portions of school facilities for use by charter schools.  Requires the charter school review panel to compile a prioritized list of charter schools that wish to use vacant school facilities or portions of school facilities.  Makes changes to charter school funding.  (Proposed SD2)

RELATING TO FIREWORKS.

Imposes a consumer fireworks tax at the wholesale level.  Clarifies definition of "cultural" to include religious events held in the State.  Increases fireworks permit fees.  Dedicates fireworks permit fees to counties for law enforcement purposes.  Increases fines for violation.  Effective 7/1/2050.  (Proposed SD2)

RELATING TO PUBLIC SERVICE.

Part I prohibits permanently filling, directly or indirectly, any and all positions insulated from partiality from the effective date of the Act through January 2, 2011; part  II  Requires every state agency to report to the legislature all non-civil service, temporary employees employed by the agency for each quarterly period of the fiscal year. RELATING TO CONFORMITY OF THE HAWAII INCOME TAX LAW TO THE INTERNAL REVENUE CODE.

Provides a measure for conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code for calendar year 2009.  (SD1)

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at WAMTestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         In person:  1 copy of their testimony to the committee clerk, Room 210, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
