RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS. Requires the State auditor to conduct a financial and management audit of the Office of Hawaiian Affairs, and to issue a report twenty days prior to the convening of the 2011 legislative session. (SD1)

RELATING TO AGRICULTURAL INSPECTIONS. Exempts bulk freight of foreign origin from the inspection, quarantine, and eradication service fee and charge; effective 7/1/50. (SD1)

RELATING TO ARCHAEOLOGISTS. Revives the 2006 state historic preservation division's archaeological working group to complete their report; expands the purpose of the working group to provide recommendations to improve the oversight of archaeologists and other similar personnel operating in the State. RELATING TO CONVEYANCE TAX. Requires the director of taxation to provide the administrator of each county's real property assessment division with an image of all certificates of conveyances filed with the bureau of conveyances.

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION. Approves settlement between Aloha Tower Development Corporation and Kenneth H. Hughes, Inc. and increases budget ceiling appropriation from Aloha Tower Fund.

RELATING TO AGRICULTURAL LANDS. Protects agriculturally suitable lands on Oahu (lands with productivity ratings of "A" or "B"); provides for mandatory extension of agricultural leases. (SD1)

Requires the department of education, the charter school administrative office, and the Hawaiian language college at the University of Hawaii at Hilo to enter into an agreement regarding the Hawaiian language college's functions related to Nawahiokalani‘opu‘u school and other laboratory schools. RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION. Abolishes Aloha Tower development corporation. Transfers the ATDC to the Hawaii community development authority. Transfers harbors modernization group to the department of transportation. Places commercial harbors modernization plan under the harbors modernization group. Makes appropriation. Effective 7/1/50. RELATING TO AGRICULTURE. Provides for fair compensation when leased public land for agricultural or pastoral uses is withdrawn, condemned, or taken for public purposes. Effective 7/1/50. (SD1)
