Informational Briefing
Update on the Execution of the Governor’s Accelerated Capital Improvement Program Plan:
To receive an update from the State Comptroller and Director on Finance on the status of the execution of the Governor’s plan, that was announced on December 15, 2008, to accelerate public infrastructure construction as part of an effort to stimulate the economy and create jobs. This original plan included approximately 1,500 capital improvement projects totaling $1.8 billion.
This update will include by Department and by Project:
· Project Title;
· Appropriation – initial plan and current;
· Expenditures to Date – initial plan and current;
· Percent for project completed for each phase of the project – initial plan and current; and,
· Estimated completion date for construction – initial plan and current.
As this update is for those projects that were included in the Governor’s original plan no projects that have been subsequently added to the list of projects being tracked by the Governor should be included in this report. Any additional projects that have subsequently been added to the Governor’s plan may be reported in a separate list and will be discussed as time permits.
Informational Briefing
Update on State’s Receipt and Use of Federal Americans Recovery and Reinvestment Act funds:
To receive an update from the State’s ARRA coordinator and the Director of Budget and Finance on the State’s receipt and use of Federal Americans Recovery and Reinvestment Act (ARRA) funds, and efforts to ensure that Hawaii maximizes the total amount of ARRA funds awarded to the extent practical.
The update will include discussion on:
· An overview of ARRA funding, including coverage on what party or parties are responsible to determine the distribution and use of ARRA funds and the State’s reporting requirements;
· The use of ARRA funds for positions;
· ARRA funded programs and positions the Administration intends to maintain after the ARRA funds are exhausted;
· Plans to manage the funding “cliff” or drop off once the ARRA funds are exhausted; and
· Efforts to maximize the State’s receipt of ARRA funds.
FOR AMENDED NOTICES: If the notice is an amended notice, items that have been deleted are stricken through and items that have been added are underscored. If there is an item that is both underscored and stricken through, that item has been deleted from the agenda.
