RELATING TO PARKING FOR DISABLED PERSONS. Designates disability and communication access board as issuing agency for removable windshield placards, temporary removable windshield placards, special license plates, and identification cards. Deletes counties as issuing agency. Increases the time period that a placard is effective from 4 to 6 years. (SD2)

RELATING TO EXCESSIVE SPEEDING. Authorizes the court, in its discretion, to order forfeiture of a defendant's vehicle if it was used in the commission of the excessive speeding offense and in at least two prior excessive speeding convictions.

RELATING TO TRANSPORTATION. Raises rental motor vehicle customer facility charge from $1/day to $4.50/day. Appropriates funds out of the rental motor vehicle customer facility charge special fund for multiple purposes. (SD2)

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES. Exempts motor vehicle sun screening regulation from application to transparent sun screening materials applied to AS-1 portion of windshield which comply with Federal Motor Vehicle Safety Standard 205. (SD2)

RELATING TO HIGHWAY SAFETY. Enacts the recommendations of the Ignition Interlock Implementation Task Force made pursuant to Act 171, Session Laws of Hawaii 2008. Effective 1/1/2011. (SD2)

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION. Abolishes Aloha Tower development corporation. Transfers the ATDC to the Hawaii community development authority. Transfers harbors modernization group to the department of transportation. Places commercial harbors modernization plan under the harbors modernization group. Makes appropriation. Effective upon approval.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
