RELATING TO STATE IDENTIFICATION. Allows the attorney general to contract with counties for processing and issuing state identification cards. Clarifies that counties may utilize driver licensing offices or other suitable county facilities to issue state identification cards.

RELATING TO CIVIL IDENTIFICATION. Allows an applicant for a state civil identification card to present a Matricula Consular Identification from Argentina to satisfy the information requirements for registration.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND BOARD OF TRUSTEES. Adds an eleventh trustee to the board of trustees of the EUTF to represent county public employers.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Replaces a public member on the Board of Trustees of the Employees' Retirement System with a member selected by the Council of Mayors.

RELATING TO THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Requires one trustee of the employer-union health benefits trust fund to be occupied by a representative appointed by the Hawaii council of mayors to represent county interests.

RELATING TO COUNTIES. Requires that county police chiefs be appointed and removed as prescribed by each county's charter.

RELATING TO COUNTIES. Amends law to allow the personnel directors of Kauai, Maui, and Hawaii counties to be appointed and removed by either the merit appeals board or mayor of the county.

RELATING TO BICYCLES AND MOPED FEES. Adds a fine as a penalty for having an unregistered bicycle or moped.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
