RELATING TO MOTOR VEHICLE DRIVER LICENSING. Requires applicants for driver licenses and instruction permits to submit proof that the applicant is legally in the United States (U.S.). Requires driver licenses or instruction permits of legal nonimmigrants to expire no later than the date of the legal immigrant's authorized period of stay in the U.S. Requires the Director of Transportation to adopt rules and establish a verification fee. RELATING TO COMMERCIAL DRIVER LICENSING. Extends the term of a commercial driver's license (CDL) from six years to eight years for persons 21 years through 71 years of age to prepare for the REAL ID Act. Includes as an exception to the expiration of the CDL, if the licensee is 72 year of age or older, the suspension or cancellation of the CDL. Appropriates $ out of the State Highway Fund to implement the extension. Effective July 1, 2020. (HB2604 HD2)

RELATING TO MOTOR CARRIERS. Allows commercial motor vehicles having a USDOT number for intrastate transportation to enter the State's harbors to transport goods destined for interstate commerce. (HB2371 HD1)

RELATING TO TRAFFIC ACCIDENT INVESTIGATION. Requires the police department of each county to identify roadways most critical to free movement of persons and commerce and establish protocols necessary to coordinate major accident investigations, including immediately notifying the medical examiner in fatal accident cases. Effective December 21, 2058. (HB1190 HD1)

RELATING TO COUNTIES. Expands county enforcement of traffic regulations on public streets, roads, or highways whose ownership is in dispute between the State and the county, and on private streets, highways, or thoroughfares, to include laws relating to county vehicular taxes, motor vehicle safety responsibility, traffic violations, use of intoxicants while operating a vehicle, motor vehicle insurance, motorcycle and motor scooter insurance, and odometers. Effective December 21, 2058. (HB2020 HD2)

RELATING TO TRANSPORTATION. Requires the Department of Transportation to establish a public involvement process when developing the statewide transportation plan. Effective July 1, 2020. (HB2708 HD1)

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES. Allows the use of sun screening materials that meet the requirements of the Federal Motor Vehicle Safety Standard 205 when applied to a certain portion of motor vehicle windshields. (HB2297 HD2)

RELATING TO TOWING. Requires towing companies to be in operation twenty-four hours per day, 7 days a week in a county with a population greater than 500,000 persons. Requires tow companies open for twenty-four hours to offer services that include the release of vehicles in storage. Requires tow operators to maintain, at minimum, $500,000 bodily injury coverage, $200,000 property damage insurance, $175,000 on-hook coverage insurance, or a combined single limit of liability insurance coverage of $1,000,000. RELATING TO FERRIES. Requires the Department of Transportation to conduct a study on the feasibility of establishing a statewide ferry system and the Hawaii State Ferry System Authority for the operation of a ferry system between the islands. Effective July 1, 2020. (HB2667 HD2)

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
