RELATING TO THE BOARDS OF WATER SUPPLY. Allows for additional authorized personnel to disburse funds of the board of water supply.

RELATING TO TRANSFER OF STATE HIGHWAYS. Creates a pilot project to transfer jurisdiction of state highways in Maui county from the state department of transportation to the Maui department of transportation.

RELATING TO PARKING SPACES RESERVED FOR PERSONS WITH DISABILITIES. Clarifies that a violation is committed by a driver or registered owner of a vehicle. Allows citations to be handed to the violator or affixed to the vehicle if the vehicle is unattended. Clarifies that a citation may be mailed when the violator refuses the citation.

RELATING TO HIGHWAYS. Prohibits medium-speed electric vehicles to be operated at speeds of more than thirty-five miles per hour. Prohibits operation on highways with a posted speed limit of more than 45 mph or on the H1, H2, and H3 freeways.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Increases the grounds for license revocations.

RELATING TO HIGHWAY SAFETY. Enacts the recommendations of the Ignition Interlock Implementation Task Force made pursuant to Act 171, Session Laws of Hawaii 2008.

RELATING TO INTOXICATING LIQUOR. Requires liquor commissions in any county with a population over 500,000, and authorizes liquor commissions in any county with a population of 500,000 or less, to regulate BYOB establishments by issuance of permits. Requires adoption of rules regarding permit applications, fees, and renewals. Permits consumption of liquor in BYOB establishments only until 10:00 p.m. Authorizes liquor commission to enforce liquor laws regarding BYOB establishments.

RELATING TO THE TAX LIEN AND ENCUMBRANCE RECORD. Enables encumbrance of motor vehicle titles for outstanding judgments payable to the State or a county by allowing recordation in a county director of finance's "tax lien and encumbrance record" with an exemption for state or county agencies from paying the statutory fee.

RELATING TO THE STATEWIDE TRAFFIC CODE. Prohibits large trucks from being driven in the far left lane of any roadway having three or more lanes of traffic proceeding in the same direction.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
