RELATING TO THE MEDICAL USE OF MARIJUANA.

Allows probationers and parolees who meet the requirements of qualifying patients to request that the terms of their probation or parole be modified to be allowed the medical use of marijuana.

RELATING TO PUBLIC SAFETY.

Establishes the Reduced Ignition Propensity Cigarettes Program Special Fund and authorizes the establishment of staff positions for the state fire council to accomplish its duties and responsibilities.

RELATING TO DISASTER PREPAREDNESS.

Establishes a disaster preparedness interagency task force to develop a disaster preparedness and mitigation plan for Hawaii.  Directs the task force to take various actions to study and mitigate the effects of vog.

Establishes the Office of Disaster Preparedness and a Disaster Preparedness Commission to develop a disaster preparedness plan for Hawaii that includes the identification of hazards and hazard impact zones, disaster mitigation policies, requirements, incentives, and best responses.

Requires the director of civil defense to prepare a disaster preparedness plan for the 44th and 45th House of Representatives districts and to report to the legislature in 2011.

Allows the counties to enact or adopt more restrictive fireworks ordinances or rules than the state law under fireworks law.

Status

RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM.

Establishes a statewide automated victim notification system to provide victims of crime with current information regarding the custody status of the offender in the victim's case.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
