RELATING TO THE EMPLOYMENT OF EMPLOYEES' RETIREMENT SYSTEM RETIRANTS.

Establishes conditions for reemployment of a retirant in a position that is excluded from Employee Retirement System (ERS) membership.  Requires reimbursement of retirement allowances or other benefits received during the reemployment, and payment of contributions that should have been paid during the reemployment, for retirants reemployed in violation of the conditions for reemployment.  Effective July 1, 2020.  (HB2533 HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Amends the definition of "sewer worker" for purposes of the Employees' Retirement System to include sewer maintenance working supervisors, wastewater collection system inspection supervisors, wastewater collection system district supervisors, and wastewater collection system field services supervisors.  (HB2919 HD1)

RELATING TO SEPARATION INCENTIVES.

Authorizes the state executive branch to offer a voluntary severance or a special retirement incentive benefit to state employees who elect to voluntarily separate from service when their positions are identified for abolishment or when they are directly affected by a reduction-in-force or workforce restructuring plan.  Extends to other jurisdictions the option to provide a special retirement incentive benefit to their respective employees under a reduction-in-force or a workforce restructuring plan.  Effective July 1, 2020. RELATING TO CIVIL SERVICE.

Prohibits civil service employees who accept an appointed position from returning to their civil service positions more than one year later.  Provides an exemption for employees covered by collective bargaining agreements that allow for a longer leave of absence to be granted.  (HB1868 HD1)

·         In person:  1 copy of their testimony to the committee clerk, Room 204, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
